Redraft a form POST

Moves an archived (or closed) form back to `draft` for editing. The actor must be an admin or owner of the form.

Get the full form with answers (namespaced) GET

Namespaced duplicate of `GET /forms/{form_id}/full` — the form's namespace is anchored via the form itself. Scheduled for removal; prefer the `/forms/...` variant.
